Policy constraints on biomass pilot projects

The Dutch Ministry of Economic Affairs is currently elaborating the policy details of a transition to an energy supply based on renewable sources, including biomass. Taking as their point of departure the long-term outlook elaborated in the first phase of the project, market parties have charted a number of transition routes and drafted a series of pilot projects. Given the overall degree of innovation envisaged in transitions to biomass, these routes and projects may well be cramped by existing policy frameworks. This report briefly reviews potential bottlenecks and ways to address them through suitable refinement of standing policy. It is based on interviews with the architects of the various transition routes, representatives of NGOs and several other experts, who were asked to identify the bottlenecks foreseen for the next 5 to 10 years.
