New airport at Nantes: decrease of welfare
26/10/2011 - According to a new study by the economic and environmental consultancy CE Delft, construction of the new airport planned near Nantes, l’Aéroport du Grand Ouest, will lead to a decrease in economic welfare, while improving the current airport, Nantes Atlantique, would yield net economic benefits. These findings are contrary to the analysis presented in the public consultation held in 2006.

CE Delft was commissioned by CéDpa, the organisation of elected officials opposed to l’Aéroport du Grand Ouest, to analyse the social costs and benefits of the new airport and of improvements to Nantes Atlantique. It has found that the existing analysis contains a number of errors which, when corrected, result in a significant decrease in the benefits and an increase in the costs of the new airport. The main benefit cited, travel time savings of those using it, had been erroneously calculated. Using standardised values for the cost of time, CE Delft finds that the actual benefits are two-thirds lower. Moreover, the public consultation documents failed to include the costs of the biodiversity loss incurred in transforming a rich natural area into an airport. The current airport, Nantes Atlantique, can be improved to increase its capacity. Compared with construction of a new airport, the economic benefit would be at least EUR 200 million. CE Delft has a long track record in social cost-benefit analyses of infrastructure projects. It has extensive experience in the aviation sector and has reviewed plans for the third runway at Heathrow (London), expansion of Schiphol Airport (Amsterdam) and other such projects.

Nouvel aéroport à Nantes : un appauvrissement pour la collectivité
La construction d’un nouvel aéroport près, de Nantes, l’Aéroport du Grand Ouest, entrainerait un appauvrissement pour la collectivité, d’après la nouvelle étude conduite par le cabinet-conseil en économie CE Delft. D’un point de vue économique, une amélioration de l’aéroport actuel de Nantes Atlantique entrainerait, en revanche, des bénéfices. Ces résultats sont contraires à l’analyse qui a été présentée pour la consultation publique de 2006.
CE Delft a été sollicité par le CéDpa, l’organisation des élus opposés à la construction de l’Aéroport du Grand Ouest, pour analyser les coûts et bénéfices globaux pour la collectivité d’un nouvel aéroport d’une part, d’une amélioration de l’aéroport existant, d’autre part. Il a mis en évidence que l’analyse initiale comportait des erreurs. En corrigeant ces erreurs, les bénéfices attendus du nouvel aéroport diminuent significativement et ses coûts augmentent. Le bénéfice principal du nouvel aéroport, les gains en temps de trajet, a été calculé de façon erronée. En prenant les valeurs standard attribuées au coût du temps, CE Delft a réduit ce bénéfice des deux tiers. De plus, les documents de la consultation publique n’ont pas pris en compte les coûts de conversion d’une zone de biodiversité en plate-forme aéroportuaire.
L’aéroport actuel, Nantes Atlantique, peut être amélioré pour en accroitre la capacité. Comparé à la construction d’un nouvel aéroport, le bénéfice économique est d’au moins 200 millions d’Euros.
CE Delft a une longue expérience des analyses économiques globales coûts/bénéfices de projets d’infrastructures. Il a une expérience approfondie dans le domaine de l’aviation ; il a mené des études critiques sur le projet de troisième piste à Heathrow et sur l’extension de l’aéroport de Schiphol, parmi d’autres.
