SCBA of Smart Grid CCU. A study of impacts on social welfare

Capture and utilization of the greenhouse gas CO2 in products and processes (CCU) is a technology with universal appeal. Two Dutch provinces, Zuid-Holland and Noord-Holland, are considering creating a grid for capturing CO2 from a range of sources and using it in various CCU applications. This Social Cost-Benefit Analyse (SCBA) of the so-called ‘CO2 Smart Grid’ was performed at the request of 22 parties and supported by BLOC. Its aim is to assess the desirability of such a grid from a social-welfare perspective, based on its estimated social costs and benefits. The results of such an SCBA depend very much on the climate scenario adopted and are clearly robustly positive on balance in a 2 degrees scenario.
