To flesh out its climate and energy policy, Alkmaar municipality has drawn up a Sustainability Programme 2016-2020 covering renewable energy, energy efficiency and general municipal sustainability (incl. circular economy). The local Coalition Agreement ‘Alkmaar’s move ’ also has a section devoted specifically to sustainability, geared mainly to ‘greening’ the municipal organisation itself. The municipal Auditing department asked CE Delft to perform a Quickscan of the Sustainability Programme, with a dual aim:
